Negotiating Proposal for the Advertising Sector

Southern Africa should make commitments in Advertising Services permitting full market
access and national treatment, as well as commit to the adoption of least trade restrictive
measures for advertising.

Its advertising commitments should be interpreted as being technology neutral. In other
words, the type of technology or distribution platform used should not affect the coverage of
a commitment. Moreover, the parties should agree that as technology evolves, the
commitments for advertising sectors should apply to the use of such technologies (just as the
Internet and multichannel programming are just new technological platforms for the sale of
advertising time and space but are not new advertising services .) Through classification
flexibility, the countries can ensure that they benefit from the tremendous increases and cost
savings associated with the information technology revolution
