Ensuring fair and non discriminatory access to all communications platforms:

technology neutral commitments for all communications services, including both basic and

value added services

commitments to ensure cost based, non discriminatory access to unbundled elements of basic

telecommunications networks and services (including leased lines, circuit capacity, and local

access services on a wholesale, flat rate basis)

non discriminatory, cost based access to all communications platforms used in the provision

of value added services (including wireline, wireless, cable and satellite networks)

fair, transparent and pro competitive policies for access to cable and satellite networks for

broadcasting services

stronger competition safeguards on incumbent communications platform owners to prevent

such carriers from abusing their dominant position in the provision of basic communications

services or cross subsidizing affiliates and downstream market segments

Eliminating the barriers to digital delivery of multimedia information technology products

and e commerce

liberalization (full market access, national treatment, no ownership restrictions) of the

services needed to initiate and complete an e commerce transaction, which includes on line

payment services, distribution services and express delivery services in addition to those

cited above

Strengthening IPR protection

stronger disciplines for and government commitment to enforcement of rights

ratification and implementation of the WIPO Internet treaties, including effective

prohibitions on the circumvention of technological protection measures

secure commitments for copyright term extension (to be pursued bilaterally)

provisions on ISP liability for copyright infringement based on the Digital Millennium

Copyright Act (to be pursued bilaterally)
