SUMMARY OF
THE U.S. PROPOSAL ON TEMPORARY ENTRY OF KEY
BUSINESS PERSONNEL
The objective of this proposal is to provide for the entry of persons at professional or
highly skilled levels through issuance of a special visa that allows for their expeditious
entry into countries and the United States to perform temporary work assignments. A new
special visa may be necessary to achieve this objective since there is no visa category in
the U.S. (nor in most other countries) that covers both intracorporate movement and work
for clients or customers in another country where there is no affiliate office of the parent
company.
This visa is necessary because companies and firms face time sensitive demands to
deploy professional human resources to service the needs of overseas customers and
clients. The growing volume of international business by U.S. firms has stretched their
resources to meet these needs, giving rise to the necessity to deploy personnel on a short
term basis to work in foreign countries. Foreign firms themselves have the same needs in
the U.S. market. The current system of processing visa requests is so cumbersome that it
frequently means lost businesses to our companies and firms.
