O ther  indus tr ies  may request s ome s pecial r ules, and new  s er vices  that develop in

the f uture may als o neces s itate s pecial r ules .  The countr ies  ther ef or e s hould r ecognize

these requirements  and the dynamic natur e of new  industr ies by es tablis hing a negotiating

f ramew or k that has  the flexibility to accommodate the unique natur e of  individual s er vice

s ector s.
