1. At least one of the following should be web based: 

   student interaction with tutor or fellow students 

   access or submission of assignments 

   access to course resources 

   activities/simulations/experiences 

2. The courses must not be private in company training, nor offered only to full time campus 

based students. 

The researchers did not spend much time to verify that these criteria actually were met or to 

discuss different interpretation of them. This may have resulted in some variations in the 

quality of data. 

The project partners have better contacts in Western Europe and North America than they 

have in the rest of the world. Similarly, their knowledge of other languages than those spoken 

in these regions is very limited. It should also be clear that the CISAER partners decided to 

focus more on Europe than on North America.
