Linking to anchors
Once an anchor has been inserted onto a page in your website, you are free to link to 
it.  The first step in creating this link is establishing the named anchor (see  Creating 
named anchors  on page 75), and this second step is creating the link to the named 
anchor.
1.
Select the text or image on the web page that you would like to use as a link.
TIP: Remember that anchor names

Click the Link box in the Properties panel and, if the anchor is on the same page 
are case sensitive.  Be sure to enter 
as the link, type a pound symbol (#) and the name of the anchor to which you wish 
it in the link exactly as you named 
to link.  Do not add a space after the pound symbol,
the anchor.
