Proposal to Add Federal Telecommunications Service   Long Distance (FTS LD) 

engineered to allow for the  sharing  of management capabilities. The Government 

may assume control over administrative functions of the equipment or bring in 

proprietary equipment or software. With the blending or sharing of the management 

elements, AT&T continues to manage the standard elements while the Government or 

an AT&T Alliance Channel Member manages non standard or custom 

configurations.
